Either a ground issue or a issue with the power feed to the solenoid. Probably the latter. It's failing under load and checking the resistance won't show the issue. The amount of current required to ohm the wire is very small but the solenoid takes more and it can't carry the load. I would start with the relay if you have one feeding the solenoid.
