Seriously, I would think about holding back 1/2 the money for the next ride. Whatever you put into this car will not increase its value much. Investment wise its money thrown away.

Then with ~$3000 you should be able do all the things you listed in the OP. You should be able to run high to mid 11's. Rear end will be the weak link, save some money for when it goes.

If you want to spend more, a new 12 bolt or 9" with 4.10 gears will make a big difference. LCA, Panhard, Torque Arm, and springs/shocks will be a big help launching, controlling wheel hop, and handling.
