The government helps though! The province I live in, they make it EXTREMELY confusing, pricey - inspection, paperwork etc wise to bring a vehicle in. I have brought in many, and every time its a month long task. The prices on just taxing, inspections etc make it so that you only end up saving 2-4 grand in the end rather than 5-6 grand.
The American government does nothing to stop this law breaking on the corporations part, and the Canadian government simple stands by and helps enforce the policy by creating barriers in the bring over process. It is a giant collaborated effort.
