It is your balance. I had the exact same problem, they had to balance my wheels 4 times before it was fixed. Every shop has a balancer, but how often is it calibrated? If there machine is not calibrated it will never be balanced. It finally took them 2 hours to balance one of my rear tires to finally get it right. They put on 3 strips of weights.
If they can't get it done right, take it to another tire shop and pay them to do it right.
