The bill put out covers pretty much all cars, even toyota since they are build here etc. but yes GM counts

I think that it would count as a tax credit, similar to ones that you get when you purchase solar energy products (PV systems, solar water heating, etc). If it is you don't need to itemize but you should be able to fill out a short form and include the credits. I'm not a accountant but when I did my taxes I was able to get the solar credit without doing the itemized form.

Because they are different tax agencies. Sales tax is broken up in three taxes. City, County and State. For example, I own a business in Daphne AL. I have to collect 8.5 % sales tax from sales of product. 2.5% goes to the City, 4% to the County and 2% to the State. The Feds have nothing to do with it.

The Feds can't tell the states what to do with their tax collection. Well, at least not yet. That may change.

I believe that plan is a tax deduction, not a credit. It was planned to apply to those who cannot itemize their deductions also. Hopefully it ends up that way in its final form. Not much news on that lately since it has been overshadowed by so many other events.

That sucks for those of us who don't pay sales tax. We're still paying $30k+ on a new car without a break.
There should be an incentive for anyone buying a new domestic car. Not just limited to those who happen to live in a state that has a sales tax.
