Turn new OEM ZL1 Rotors?

I'm getting ready to do a brake job on my 2012 ZL1 using the OEM AC Delco parts. I've done plenty of brakes before on various vehicles, but never the ZL1.
I was surprised when I opened the new rotors and found that they don't look like other new rotors I've purchased before. Specifically, the braking surface seems to be rough and dry, where I've come to expect a new braking surface that's greasy/oily (needs to be cleaned with brake cleaner) and smooth with a slight sheen. These are quite the opposite... I'm wondering if these need to be turned before installation or if this is just how these rotors come? Feedback appreciated...

they will seat to the new pads after a couple miles and some use.
