Is there a way to check a old vin number to see where a car we traded in went to?

Hard to do by basic vin search, Carfax would probably be your best bet.

A law enforcement buddy might be of help. I know a few that have run vins to get the location of the last registration on the old trucks I play with.

The free MyCarfax/Carfax Garage as it may be now can also be a resource of shops the vehicle has been to, sometimes it gives City & state, sometimes not. It also shows what state the vehicle is currently registered/inspected in so you can at least figure out the state.

You can, and while most NCIC queries need a criminal predicate, DMV/BMV information is held by the states and generally doesn't. Where a hypothetical officer might run afoul of both policy and law is releasing information to someone who doesn't have access to the system themselves.
